Overview
Since 2021, the Ministry of Education (MOE) has been promoting the BEST Program (The Program on Bilingual Education for Students in College) to cultivate university students’ abilities in international academic and workplace communication. The program encourages institutions to offer courses on English for Academic Purposes (EAP) and English for Specific Academic Purposes (ESAP) that meet learner needs, supporting students in transitioning successfully to English-Medium Instruction (EMI) classrooms.
To support the initiative, the MOE has funded the Language Training & Testing Center (LTTC) to develop the BESTEP (BEST Test of English Proficiency), a tool dedicated to assessing the English proficiency required in EMI contexts. With clearly defined descriptors and test focuses, the BESTEP helps track students’ learning progress and fosters positive interactions among teaching, learning, and assessment.
Over the past two years, the BESTEP has upheld the principles of Learning-Oriented Assessment (LOA), continuously releasing a wide range of teaching resources and tools while actively engaging in dialogue with domestic and international academia. This year marks the first one-day BESTEP conference focused on EAP/ESAP curriculum and assessment. This conference aims to systematically share teaching practices and research results using the BESTEP resources—including BESTEP-CEFR linking studies and updates on the spoken learner corpus project—to further professional exchange and collaboration among university educators nationwide.
