Our Mission

The LTTC aims to develop and provide various language teaching,
training and testing services as follows in accordance with relevant laws and regulations:
1. Develop and manage language teaching, training and testing.
2. Encourage and promote research on language teaching and language testing,
and organize, participate in and promote related activities.
3. Edit and publish books and materials related to language teaching and language testing.
4. Other related educational affairs that meet the LTTC's establishing purposes.

Established to provide intensive English training for civil servants preparing to enter the U.S. under the technical assistance program

民國1965年

1965

Expanded language training to include Japanese, French, German, and Spanish; increased the scope of services to include the private sector as well as the general public; introduced the very first language testing service (FLPT)

民國1986年

1986

“The Language Training and Testing Center (LTTC)” registered as a non-profit educational foundation; the Board of Directors formed, comprising scholars, professionals, and government representatives

2000

“The General English Proficiency Test (GEPT)” launched. This test corresponds to Taiwan's English education framework and follows international standardized testing standards, assessing the four core language skills: listening, reading, writing, and speaking.

2021

Individualized feedback service “Dr. GEPT” launched. To implement learning-oriented assessment, this online service provides examinees with test results, including a comprehensive analysis of their strengths and weaknesses, along with practical advice.

2023

“BEST Test of English Proficiency (BESTEP)” launched. With support from the Ministry of Education, the test is designed for college and university students to evaluate general academic English proficiency and the communication skills needed for international academic and corporate interactions, promoting positive engagement between teaching, learning, and assessment.

2025

GEPT iPrep — a personalized English diagnostic feedback platform — has been launched. Developed by LTTC in collaboration with the National Development Council, GEPT iPrep is built using the patented Dr. GEPT technology along with the outcomes of LTTC's AI scoring research projects. The platform is now open for public use nationwide.

Organization

The LTTC is under the supervision of a Board of Directors, including the president of National Taiwan University as an ex-officio director.
Six members are representatives of National Taiwan University, the National Development Council, the Ministry of Education, the Ministry of Economic Affairs, the Ministry of Foreign Affairs, and the Foundation for Scholarly Exchange, and the remaining four are those with experiences in languages, literatures or cultural affairs.
The current chairman is the president of National Taiwan University.
The Chief Executive Officer (CEO) is appointed by the Board to supervise the daily operations of the Center. A Deputy Chief Executive Officer may be appointed to assist the CEO in related matters.
Under the CEO are the R&D Office and six departments in charge of different services: the Teaching & Training Department, the GEPT Department, the General Testing Department, the Testing Editorial Department, the IT & Media Department, and the Department of General Affairs.
